The Graduate School of Construction Law (Director Chunwon Lee) held its Spring Academic Conference at the National Assembly Members' Office Building on the 12th. The theme of this spring conference was "Challenges and Responses for National Housing Stability and Property Rights Protection." It was jointly organized by the Graduate School of Construction Law at Kwangwoon University and the Korean Real Estate Law Society, with the co-sponsorship of Member of Parliament Heegook Kim, Member of Parliament Mincheol Kim, HUG (Housing and Urban Guarantee Corporation), and the Innovation Support Team of the Korea Elevator University.

 

Director Chunwon Lee stated, "Recently, problems related to fraudulent lease transactions have arisen, intensifying the housing insecurity of citizens living on lease." He added, "This academic conference is significant as a platform for discussing problem situations such as lease fraud and guarantee accidents, as well as seeking solutions."

 

Byunghoon Lee, acting CEO of HUG, stated, "The housing insecurity of low-income individuals is worsening due to recent fluctuations in the housing market." He further mentioned, "In a situation where the housing environment of the working class is under significant threat, in-depth discussions on relevant laws and institutional improvements for practical problem-solving were conducted during this academic conference."

 

Meanwhile, the Graduate School of Construction Law is the only educational institution in Korea specializing in construction disputes, construction appraisal, and construction policy. It provides education for construction law and construction professionals through a faculty composed of experts in construction law and related fields, as well as inviting key authors. The school also signs memorandums of understanding with prestigious institutions and holds regular academic conferences and forums every year.

 

Below are the themes and contents of the academic conference:

 

[Theme 1: Academic Conference]

Attorney Taegeun Kim (Yungpyeong Law Firm) presented on "Current Situation and Problems of Lease Fraud: Focusing on the Misuhol District Lease Fraud." He introduced lease fraud cases and emphasized the social solidarity and respect for families affected by lease fraud. In the comprehensive discussion, Professor Namcheol Kim (Yonsei University Law School) served as the chairperson, while Attorney Kwansoo Choi (Yulchon Law Firm) and Manager Junyong Lee (Korea Real Estate Institute) discussed the current situation and practical issues related to lease fraud.

 

[Theme 2: Academic Conference]

Professor Seongwook Kim (Jeju National University Law School) presented on "Relief Measures for Victims of Real Estate Lease Fraud: Focusing on the Recently Revised Relevant Laws." He introduced the revised regulations related to lease fraud and argued for the necessity of examining whether the revised regulations can contribute to a balanced legal relationship between landlords and tenants. In the comprehensive discussion, Professor Jinki Lee (Sungkyunkwan University Law School) served as the chairperson, while Professor Seongbum Lee (Seoul National University Law School) and Research Fellow Kyoungsun Kim (HUG Housing and Urban Research Institute) engaged in multidimensional discussions on improvement measures for the lease system.

 

[Theme 3: Academic Conference]

Attorney Moonchan Kang (National Investigation Headquarters, Economic Crime Investigation Division) presented a study on "Causes of Lease Fraud and Legal Preventive Measures." He analyzed the government's recent countermeasures against lease fraud, suggested government support measures for victims of lease fraud, and emphasized the need to consider issues of fairness with other crime victims and limited government funding in the future. In the comprehensive discussion, Honorary Chairman Jinhoeng Seo (Korean Real Estate Association) served as the chairperson, while Professor Junhwan Kim (Seoul Digital University) and Attorney Jaehwi Park (Homin Law Firm) discussed practical issues related to relief for victims of lease fraud.
