Department of Public Administration

The Department of Public Administration offers courses in the theory and practice of governmental organization and management, finance and budget management, policy-making and implementation, local self-governance systems, and government-business relations. It also offers science technology-applied courses, including computer applications for public administration, and science technology and public administration. The classes are provided in the form of presentation, discussion, audio-visual education, and field exercises. The department aims to train students to be public administration professionals who, armed with theoretical knowledge and hands-on experiences, can venture into various fields of the society.
Introduction

The Department of Public Administration was established in October, 1980 and accepted students from 1981. Dduring last years, many alumni have been working for several organizations such as governments. They were trained to become eligible persons of national examination for middle manager, public enterprise, private companies, professors, and researchers.

The department offers theories and practices of government's organization and management, recruit and personnel management, finance and budget management, policy making and imploementation, local self-governance system, relations between government and business organization, technology for human relations, and understanding for foreign countries. Also, the department is pursuing to bring up creative and active managers through various ways of academic theory and field experience, training for making creativeness, and audio and visual education. This orientation aims to make theories implement to practice. To train and develop skills for solving problems, Excel, Power-poing, and Word program, leadership train, and English educations are provided.

Close relationship between alumni who are working at various social fields and students who are concentrated on studying to make realization of future dream helps mutual development. This kind of relationship can give many job opportunities to students and chances for development to alumni with continuous guide and job training.

Educational Objectives

The academic propose of the department is to bring up professional administrators who have ability for information technology and international intelligence. Cooperation of faculty members, students, and alumni can foster talent workers who can pioneer society with willing creativity. Also they can overcome difficulties and make future dream and come true.
To make leading managers, the department practices students with computers and multimedia tools. It provides information technology that is connected to the word village.
All these makes students get ready for government management system with respect to globalization, information society, and electronic government.

Course Descriptions
  • Public Enterprise
    The general situation of the public enterprise in various countries will be surveyed. Furthemore, organization of public enterprise, the relationship between labor and capital, pricing policies and investment policies, patterns of the government control over public enterprise, and development model of Korean public enterprise will be investigated.
  • Theory of Bureaucratic Corruption
    Study on general theories of bureaucratic corruption and analysis of Korean cases to understand characteristics of corruption and to control corruption.
  • Theory of International Relations
    Study on recognizing current international administrative environment and searching developing ways for Korean Public Administration's role and its bearing.
  • Planning Theory
    After the Second World War, planning has been emphasized as an important subject of public institutions. This course wil concentrate on the analysis of the conceptual framework for planning thought, the nomative versus the functional mode of planning, agencies, the planning, environment and the style of planning, multiplaning agencies, and decision-making in planning agencies.
  • Urban Administration
    Study on the system of urban and regional planning, programs of capital improvement, urban renewal, zoning, subdivision controls, urban extension, social services and economic development.
  • Leadership
    Study on how to learn methods for achieving individual's visions and aims with change and innovations, and on motivation methods for cheering people to work.
  • Culture Industry and Public Policy
    Study on what culture is, how important it is, and searching developing ways for culture policy.
  • Welfare Administration
    Lectures on the comprehensive observation of social welfare in modern society. It also focuses on basic theory of welfare administration, practical background, and ecological inventory of welfare society.
  • Social Research Methodology
    To study social phenomena scientifically, it is required to establish causal laws that enable us to explain and predict specific social phenomena, especially in the administrative milieu. Also, this attempt is to give students of administration a command over the techniques being used in modern research precess.
  • Theory of NPO and NGO
    Study on parts of NPO(Non-Profit Organization) or NGO(Non-Government Organization) and influence on government's decision.
  • English Comprehension of Administration
    Training of practical English knowledge and conversation for administration.
  • Readings in Administration
    Study of public administration through English - written books and articles.
  • Decision Making Theory
    Study on various problems on decision process.
  • Human Relation
    Study on the relations among individuals, work and human beings, family, commanders and subordinates, husband and wife to analyze its effect on organizations, individual's life, and productivity.
  • Human Behavior & Management in Organization
    Studies on individual and group's behavior in public organization, theories ad methods of beaviora analysis, and applicability of government affairs.
  • Public Personnel Administration
    studies on the management of public personnel in administrative organizations. First evolution of public personnel administration in Korea, and various approaches to public personnel administration will be studied. Secondly, the salary problems, the recruitment effort, the selection process will be examined in detail. Finally, in service training, promotion, service ration, tumover, morale group, the loyalty and neutrality of public employee will be investigated.
  • Public Finance & Budgeting
    Major topics included in this course are the nature of financial administration, the laws related to budget, budgeting systems, budgeting process and purchasing administration in government.
  • Analysis and Assessment of Policies
    This course deals with analytical tools needed for creating a policy as well as theories and practice concerning the policy.
  • Theory of Public Policy
    Fundmental studies of concept of public policy, theories and practices of policy process.
  • Organization Theory
    Studies on structure and function of organization, organizational environment, organizational behavior and relationships of interaction among them.
  • Local Administration
    on the structure of local government, relationship between local and central government in financial and personnel management.
  • Theory of Knowledge-based States
    Study on Information, knowledge, informative society, knowledge society, value of knowledge and so on.
  • Public Administration in Korea
    Study on the structure and functions of public administration, administrative behavior, and administrative environment of the Korean government.
  • Administrative Statistics
    Introduction to descriptive statistics and forecasting statistics, and statistical analysis for public administration.
  • Ideas on Public Administration
    This course is focused on ideas of public administration developed both in the West and Korea.
  • History of Public Administration
    Study on the history of korean public administration and science of public administration
  • Applied Computer Science to Public Administration
    Study on the practical usage of computer technology.
  • Public Administration and IT
    This course deals with institutional, structural, functional, behavioral, technial issues of public administration in relation with the use of IT tools.
